"Bulgaria and the Warsaw Pact Consultations
on the CSCE Process: From Helsinki to Belgrade"

The proposed paper was based on some Bulgarian Foreign Ministry estimates and information regarding the Warsaw Pact preliminary consultations in the process of preparation of the Belgrade CSCE meeting. There will be discussed, in particular, Warsaw Pact Deputy Foreign Ministers meetings in Sofia (July 1976) and Bucharest (November 1975) and Foreign Ministers meeting in Moscow (May 1975). Two other interesting diplomatic analyses reveal the Bulgarian position and conclusions about the results of the Belgrade meeting (Bulgarian Foreign Minister’s Information to CC BCP Politburo in July 1978, and a large Report about the role of the Neutral & Non-aligned countries of November 1978). In addition, few documents from Bulgarian State Security (Foreign Intelligence & Counterintelligence Services) and Military Records exposed the Bulgarian attitude toward the "humanitarian dimension" and "military aspects" of the CSCE process after Helsinki.
